History and culture
The region abounds with culture, intrigue, history and charm. Dating back to our Indigenous ancestors, its story has been shaped by pioneering farmers, gold miners, irrigators, loggers and bushrangers.
It continues to be shaped by its increasingly diverse communities, made up of over 30 nationalities who speak more than 50 languages.
Goulburn encompasses five local shires:
- Greater Shepparton
These multicultural communities are vibrant and progressive, benefactors of Melbourne’s northern growth corridor and the ever-evolving transport route to Sydney.
The towns of Shepparton, Mooroopna and Yarrawonga have culturally rich and diverse populations, including large Indigenous populations with the traditional owners being Yorta Yorta, Bangerang, Taungurung and Wurundjeri peoples.
Growth and opportunity
The southern area of Goulburn has the largest growth rate due to peri-urban development associated with its proximity to the northern and eastern suburbs of Melbourne.
Recently announced changes to the Melbourne urban growth boundary will result in a significant population growth and associated demand for services, particularly in Mitchell Shire.
As at February 2018 the Goulburn area is home to:
- 80 government schools comprising 17,241 students
- 25 non-government schools with 9,739 students, and
- 81 early childhood facilities.

Our Goulburn Area offices are located in Seymour (Mitchell Shire) and Shepparton.
These modern offices are hubs for our highly skilled area teams that comprise a broad range of professionals including:
- speech pathologists
- social workers
- staff to support Aboriginal children and their families
- early childhood advisors
- school nurses
- visiting teachers to support schools around the inclusion of students with disabilities and additional needs
- administrative and project support staff
- Senior Educational Improvement Leaders and other education professionals.
Area teams take a holistic approach to support the delivery of quality services for all children at all stages of learning.
How we work together
Teams work together to provide expert advice and support to early childhood providers, schools and their communities at a local level, with extra effort directed to ensure education and health and wellbeing services are accessible to, and inclusive of, the most vulnerable and disadvantaged.
Area teams also build and maintain strong connections between central and regional offices and the communities they service, so that positive outcomes are delivered where they matter most.
